The mission of Chester Water Authority is to provide quality water to all of our customers when they need it at a reasonable cost.

 

Bringing high-quality water into homes and businesses is a complex and demanding task.  It requires more than equipment and capital programs.  Dedicated and qualified people are needed at all levels in the organization.   In this listing are the credentials and background of the executives at CWA.  We trust you will find this informative.

THE EXECUTIVE STAFF

Russell C. Williams, Executive Manager and Chief Engineer, joined the Authority in 1978.  Mr. Williams has a Bachelor of Science degree in Civil Engineering from Pennsylvania State University and is a registered Professional Engineer in Pennsylvania.

Robyn S. Bennett, Assistant Director of Human Resources, joined the Authority in 2006.  Ms. Bennett received a Bachelor of Science degree in Business AdministrationMarketing/Economics from the Johnson C. Smith University of Charlotte, North Carolina. She is a member of the Society for Human Resource Management (SHRM) and is certified by SHRM as a Professional in Human Resources (PHR®). 

 

David J. Krupiak, Chief of Distribution, has been with the Authority since 1980.  Mr. Krupiak holds a Bachelor of Science degree in Civil Engineering from Drexel University.

 

Brian P. MacEwen, Director of Engineering, joined the Authority in 1999. Mr. MacEwen received a Bachelor of Science degree in Civil Engineering from Pennsylvania State University and a Master of Civil Engineering degree in Water Resources Engineering from Villanova University. He is a registered Professional Engineer in Pennsylvania and a licensed waterworks operator.

 

Elgin Nowoswiat, Controller, joined the Authority in 2007.  Mrs. Nowoswiat has a Bachelor of Arts degree in Accounting from Park University and Master of Science in Administration (MSA) degree with concentration of General Administration from Central Michigan University.  She is a Certified Public Accountant and a member of the American Institute of Certified Public Accountants. 

 

Patricia P. Stabler, Chief of Treatment and Pumping came to the Authority in 1977.  Mrs. Stabler is a licensed waterworks operator and is a registered Professional Engineer in Pennsylvania. Mrs. Stabler has a Bachelor’s degree in Biology from Swarthmore College and a Master of Science degree in Water Resources Engineering from Villanova University.

 

Thomas A. Zetusky, Director of the Business Office, joined the Authority in 1984. Mr. Zetusky is responsible for the Business Office and Customer Service operations. Mr. Zetusky has an Associate degree in Business Administration from Delaware County Community College .
