One Year Later


What a difference a year makes.  Last year at this time, Chester Water Authority (CWA) was getting ready to ask its employees to perform a rain dance!  The Drought of 2002 was the worst drought on record for the Octoraro watershed.  The governor declared a drought emergency, rainfall was 40 percent below average, and CWA’s reservoir went from 94 percent capacity to less than 50 percent. 


It’s hard to believe that this year is well on its way to being a record year for rainfall.  As of October 1, 2003, more than 61 inches of precipitation has fallen at CWA’s Octoraro Treatment Plant over the past 12 months.  Compare this with a 12-month record of 67.03 inches set in 1975 and the 37.12 inches that fell in the year 2002. 
 

 


How does CWA handle these types of extremes?  By being prepared.  CWA prides itself on being proactive.  Advance planning has given the Authority the capability to tackle a problem when it occurs—be it drought or record rainfall.


New Directions


You may want to take note that the traffic pattern around the Main Office Building located at 5th and Welsh Streets in the City of Chester has changed.  No longer a one-way street, Welsh Street does not offer parking in front of the building.  However, there is parking and a customer entrance in the rear of our Main Office Building. 

 

If you are just paying a bill and do not need to speak to a Customer Service Representative, CWA has a drive-up window strictly for paying your water bill.  Access the drive-up window from 4th Street.
