Report to our Bondholders

As the year 1999 closed, Chester Water Authority concluded over 60 successful years of operating as a municipal authority in the Commonwealth of Pennsylvania and over 132 years of providing continuous service as a treated-water provider.  The change of the century and the millennium causes us to reflect on the accomplishments of the past as well as the hopes, aspirations, and goals of the future.

In 1999, Chester Water Authority had another successful year of providing the highest-quality water available in ample quantity to all of our customer groups, including residential, commercial, industrial, utility, and municipal accounts.  Our finances are in excellent order, as indicated by the financial results listed as part of this report.  We have continued to add to our facility base while at the same time making planned refurbishment of critical assets to ensure ample redundant capacity.  One of our main focus areas over the last decade has been increasing our technological capability and the complete integration of this technological advancement into our everyday work habits.

We have continued to emphasize the importance of the professionalism which all of our employees bring to the job each day in providing Quality, Service, and Value to all of our customers.  Without question, Chester Water Authority’s most important asset continues to be the cadre of men and women who all contribute to make Chester Water Authority one of the premier water purveyors in southeastern Pennsylvania.  Included as part of this report are descriptions of the major accomplishments of 1999 as well as a brief look into the future.

Dedicated to Our Employees – Past and Present

The CWA team is made up of dedicated, motivated employees, focused on providing quality, service, and value to our customers. 1999 was a year of accomplishments: 

Capital Program
We are investing in our facilities. From our proactive maintenance program to the expansion of the Main Office Customer Service area, our excellent facilities make the difference for our customers.

Communications
The new Water Quality Report, the educational programs, the successful Y2K rollover, the positive reputation the news media recognize––all of these are designed to let the public know: “We take care of our customers.” 

Technology
The Authority goes online.  Getting wired is essential to doing business and prospering today. Click on www.chesterwater.com and take a virtual tour around our world of water. From the history of the Authority to Customer Service information, to special events, to educational information, it’s all there.

Preparedness
Being ready for whatever may occur is the hallmark of the Authority’s capital and operating plans. We need to be there when our customers need us, to overcome obstacles from drought to floods to whatever we may face. That is why we have new technologies, backup power systems, and back-up pumps in place. We are ready.

Rates and Quality Service
Sixty years ago, when Chester Water Authority was in its infancy, we accepted the challenge of providing the safest possible water for all our customers. Six decades later, our pledge still stands firm.  Our water meets or exceeds all state and federal standards, while our rates continue to be the lowest in the region.
